How come some people in High School can bet on NBA games and there like 16, ya I know it is illegal. How do they do it without getting caught?

It is long past time to demand that NFL referees stop cheating for teams like the Patriots.
Throughout the game last week, the referee crew of Ron Winter (whom, I guess wants to be the next Walt Coleman) decided that they would call 15-yard penalties every time the Ravens got a 3-and-out against Tom Brady and the New England Patriots.
Repeatedly, the Patriots were gifted free points by the referees for ridiculous "roughing the passer" penalties. At one point during the game, John Harbaugh could clearly be heard telling the referee that one of those calls was a "BS" call. For his trouble, he was given a 15-yard penalty for "unsportsmanlike conduct."
Is anybody else tired of these NFL referees that think they have the right to decide the outcome of the game by making BS penalty calls? Is anybody else tired of the referees rigging games by deliberately giving teams bad spots?
A few years ago, an NBA referee was caught betting on games. Now, the NBA referees went on strike and the NBA rehired the crooked ref, laughably claiming that he was "changed." Does anybody else suspect that the NFL’s refs are just as crooked as the NBA’s? Should the NFL apologize to the Ravens and give them back their undefeated record that was stolen from them last Sunday?

i think the first column means that if you bet on denver they have to win by at least 9 points and if you bet on minnesota you’ll win the bet if they don’t lose by more than 9 points, this is right? and the 110 means that to win 0 from the bet you’d have to bet 0 so if you win that one your total "betting pot" goes from 0 to 0?
does the second column means that if you bet "over" 203 the total final game score of both teams has to be more than 203 and regardless of who wins if that’s true you win the bet? and "under" 203 means that if the total score is less than that you win the bet. same rules apply if you win you get your 0 bet returned + 0 so total betting pot is back to 0?
now i’m not sure what the third column means ("-475 +395") anyone can clarify?
